A GOTS foi fundada por quatro organizações com boa reputação: A Organic Trade Association (OTA, EUA), a Internationaler Verband der Naturtextilwirtschaft (IVN, Alemanha), a Soil Association (Reino Unido) e a Japan Organic Cotton Association (JOCA, Japão). A IVN e a JOCA são duas organizações inseridas na indústria têxtil, enquanto que as outras duas (OTA e Soil Association) são organizações orgânicas enraizadas na agricultura e na alimentação biológica. Juntas possuem uma vasta experiência na promoção de têxteis “orgânicos” pois já tinham desenvolvido normas individuais de transformação para têxteis orgânicos.
A GOTS surgiu do desejo de harmonizar estas normas para que fossem reconhecidas internacionalmente. A organização GOTS recorre ao aconselhamento e ao contributo de outras organizações de stakeholders internacionais relevantes e de peritos para a atualização regular das normas.
